The defendant, Lawrence Dywane Mann, has been accused by the Grand Jury of Lake County of the following offenses: 1. Possession of a stolen motor vehicle — on or about July 10, 2021, in Lake County, did unlawfully and knowingly possess a stolen motor vehicle, to-wit: 2008 Ford Ranger, the property of Charles Bower. The State further alleges that the value of the vehicle was greater than one thousand dollars. 2. Theft in the first degree by receiving — on or about July 10, 2021, in Lake County did unlawfully and knowingly receive, retain, conceal or dispose the subject of a theft to wit: 2008 For Ranger, of the total value of one thousand dollars or more, the property of Bower.

The defendant, Justin Matthew Luster, has been accused by the Grand Jury of Lake County of the following offense: 1. Criminal mischief in the first degree — on or about June 27, 2021, in Lake County did unlawfully and with intent to damage property, destroy or damage the fenced area and the sensitive electrical, internet and video equipment therein at 109 S. F St., Lakeview, in an amount exceeding one thousand dollars, the property of Kevin Samples, defendant having no right to do so nor reasonable grounds to believe that defendant had such right.

The defendant, Lucas Elijah McHenry, has been accused by the Grand Jury of Lake County of the following offenses: 1. Unlawful importing of marijuana items — on or about Dec. 18, 2020, in Lake County did unlawfully and knowingly import marijuana items, to wit; a cannabinoid extract that was not purchased from a marijuana retailer that holds a license issued under ORS 475B.105, from this state. 2. Unlawful possession of marijuana by a person age 21 years or older — on or about Dec. 18, 2020, in Lake County while 21 years of age or older, did unlawfully and knowingly possess a cannabinoid extract that was not purchased from a marijuana retailer that holds a license issued under ORS 475B.105. 3. Laundering a monetary instrument — on or about Dec. 18, 2020, in Lake County did transport funds, to wit: approximately 22,820 knowing that the funds involved in the transportation represent the proceeds of some form, though not necessarily which form, of unlawful activity, to wit: unlawful import/export of marijuana, and knowing that the transportation was designed, in whole or in part, to conceal or disguise the nature, location, source, ownership or control of the proceeds of unlawful activity or avoid a transaction reporting requirement under federal law. 4. Criminal forfeiture — it is further alleged that the property described below is an instrumentality, instrumentalities or proceeds of past prohibited conduct, consisting of import/export of marijuana, such conduct being similar to one of more of the crimes alleged in count one, and therefore, that the following property is subject to forfeiture to the State of Oregon. Cash proceeds: approximately $22,820 in United States currency.

The defendant, Troy Lee Williams, has been accused by the Grand Jury of Lake County of the following offenses: 1. Felon in possession of body armor — on or about June 30, 2021, in Lake County having been convicted of a felony or misdemeanor involving violence, was unlawfully and knowingly in possession or control of body armor. 2. Felon in possession of a firearm — on or about June 30, 2021, in Lake County having previously been convicted in the 32nd Judicial District Court, Parish of Terrebonne, State of Louisiana on Nov. 15, 2012, of the felony of possession of cocaine, did unlawfully and knowingly have in said defendant’s possession, custody or control a firearm, to wit: AR-15. 3. Felon in possession of a firearm — on or about June 30, 2021, in Lake County having previously been convicted in the 32nd Judicial District Court, Parish of Terrebonne, State of Louisiana on Nov. 15, 2012, of the felony of possession of cocaine, did unlawfully and knowingly have in said defendant’s possession, custody or control a firearm, to wit: a handgun.

The defendant, Tonja P. Arvold, has been accused by the Grand Jury of Lake County of the following offenses: 1. Unlawful importing of marijuana items — on or about Dec. 18, 2020, in Lake County, did unlawfully and knowingly import marijuana items, to wit; a cannabinoid extract that was not purchased from a marijunana retailer that holds a license issued under ORS 475B.105, from this state. 2.
